fix(custom_resources): Provider Lambda function is missing lambda:GetFunctionConfiguration permission

This PR solves the problem of missing permissions for lambda created with the provider framework.

We found this issue in the landing zone accelerator solution that leverages the custom_resources module. Related issue.

The build was passing before but after merging some of the new commits from main to my dev branch the build fails. The tests that fail pass when I run them locally

I see from the failed build logs that 10 integration tests are failing.
You should be able to identify those by searching for the CHANGED keyword in the logs and updating the templates accordingly on your PR.
