Proponent Issue tracking table

We will generate 2 Issue tracking tables:

• The Proponent Version
• The detailed version https://app.zenhub.com/workspaces/met-ops-6254279dcfa60b0010ea5a0d/issues/gh/bcgov/met-public/1088

The Proponent version will only contain questions/comments that are viewable on the public report. Each question will be the column header. All the answers provided for the question will be alphabetically ordered in the rows below with no association by submission.

File will be named in this format: PUBLIC - Engagement Name yyyy-mm-dd hh:mm proponent
