Description

This PR adds support for the TornadoNativeArray types to create arrays from segment slice of an array.

Backend/s tested

Does this method need to be static. I pictured this utility as an instance method instead.

var mySlice = myBuffer.slice(offset, size);

this is now modified to: FloatArray slice = c.slice(256, numElements);
