[CL-265] CL/extension refresh feature branch

Objective

The feature branch will contain all of the style updates to existing components, as well as changes to colors, fonts, and other low level primitives. New components will be merged into main to unblock other teams, but they should only be used behind a feature flag.

Unless otherwise noted, all commits have already been reviewed in a separate PR.
