This PR fixes an installation failure that occurs when the stable tag's download files are missing from GitHub releases. It adds a fallback mechanism to automatically retry with the latest tagged release version when the initial download fails.
Changes:
- Adds fallback logic to retry failed downloads using the latest release tag from GitHub API
- Only applies fallback when using the default "stable" tag (not when user specifies GOOSE_VERSION or requests canary)
- Improves error messages to distinguish between initial failure and fallback failure
