Use the new format for the test262 representation #3364

This Pull Request relates to #3348

It changes the following:

For all old versions, use the new format for latest.json files
Adds a python script that does the format transformation
Remove the features.json file, since we were not using it, and it was not the original idea behind its use (we wanted to know conformance per feature, not the list of features in a given suite)
Fix the website so that it properly shows the conformance with the new format
Ensure that the "short results" only contain minimal information
As far as possible, update the real numbers for the last versions
