Add accountability chart cross-references to 6 skills

• Adds data/accountability.md cross-references to the 6 skills that were missing them: ceos-rocks, ceos-scorecard, ceos-l10, ceos-quarterly-planning, ceos-process, and ceos-clarity
• Each skill now validates that owners (Rock owners, metric owners, process owners, To-Do owners) align with seat responsibilities in the Accountability Chart

2. Key Files table — added row for data/accountability.md with purpose
3. Process step — added seat-alignment validation where ownership decisions are made
