feat(wallet): Transaction Scroll Into View

Description

Adds Scroll Into View for Confirmed Transactions

Resolves brave/brave-browser#25841

Test Plan:

1. Create a new transaction.
2. After the Confirmation notification pops up, click on it.
3. The Transaction should scroll into view on the Account page.
