fix #7876

  • Submitted a ticket for my issue if one did not already exist.
  • Used Github auto-closing keywords in the commit message.
  • Added/updated tests for this change (for new code or code which already has tests).
  • Ran git rebase -i to squash commits (if needed).

Test Plan:
quit/restart behavior when updating

yep, that's true for several of these now

Since there are docs on the Muon side, I think it would be helpful to put a link to the docs as a comment; ex:
https://github.com/brave/muon/blob/master/docs/api/session.md#sesclearcachecallback

(and if needed, update the docs)
