Change ScubaGoggles Version Number to 0.3.0

🗣 Description

Change the version from 0.2.0 to 0.3.0.

Out of scope for this PR: updating the sample report: #362

💭 Motivation and context

• To prepare for upcoming release
• To allow the creation of temporary baseline changes branch

Closes #361.

Note that @jkaufman-mitre and @mdueltgen are blocked by this, so somewhat higher priority.
