This setting is not officially supported, and doesn't actually change any edge behavior. It should not have been included in Terraform and should be removed. The proper way to control this is via page rules

in tf docs it is currently documented here: https://www.terraform.io/docs/providers/cloudflare/r/zone_settings_override.html#edge_cache_ttl

It doesn't do anything and shouldn't be in the Terraform provider.
