KBMTF fixes for MWGR June.

Contains LUTs for KBMTF that solve problems observed in DQM in previous MWGRs.

Needs backport to 11_3_X (for MWGR June)

User test area: For local testing, you can use /cvmfs/cms-ci.cern.ch/week0/cms-data/L1Trigger-L1TMuon/21/15334/install.sh to create a dev area with all the needed externals and cmssw changes.
