[G12] Update GCC and UCX

[iarspider]

Update gcc12 to tip of release branch to fix gcc bux (https://gcc.gnu.org/bugzilla/show_bug.cgi?id=105593) that affects onnxruntime (microsoft/onnxruntime#14923); also enable zstd compression of sections (#8219).

Update UCX to tip of 1.14 branch to add Cuda 12 support (openucx/ucx#8938).
