SiPixel payload inspector: add SiPixelQualityBadFractionMap

This PR adds a TrackerMap-style plot for the fraction of pixel bad components from SiPixelQuality.
Also augmented the unit test of the package to be able to test this.

PR validation:

Tested privately the following command:
