Added ModuleEventAllocMonitor Service

[Dr15Jones]

PR description:

• this tracks memory addresses allocated/deallocated in a module on an event by event basis
• refactored code used from ModuleAllocMonitor

PR validation:

Code compiles. Running on simple tests gave expected results.
