Update linux and windows ci for stable. Add configall_system files.
Also remove the unmaintained and redundant libClp.sln. Use Clp.sln.

Add VS2022 and its windows-ci to stable 1.17 and add configall_system files from master.
The Windows-ci is the same as used in PR 214 of CoinUtils.
Next up: Cgl and then Cbc.
