Related to #17444 that pushed new images breaking al PR's already open.
It also brings some changes to the Dockerfile that we decided to take to a separate PR: #17444 (comment)
This is to avoid making changes in a PR and pushing a new image
It also has some minor improvements, like instead of using a docker cache checking the manifest from the github package.
