ci: further improve gh actions

• check-docs.yml was never triggered and is a duplicate of https://github.com/cosmos/cosmos-sdk/blob/main/.github/workflows/deploy-docs.yml that has a building step.
• release-sims.yml was never triggered either (or looking at SDK forks, never there either)
• Update the concurrency parameter for cancelling running jobs instead of new jobs.
