Forward port of 3.1.11.1 PRs into 3.2.2
#7191 and #7193
Reverts skipped sequence handing back to pre-3.1.9 behaviour, but with the improvements of timestamp optimisation and additional tests.
Retained the stats added in 3.1.9 for backwards compatibility, but they are marked as deprecated in the codebase and are never incremented.
