This PR is related to #224
It introduces new solution to run Qemu emulator inside docker - qemu-docker project.
Unfortunately, Github actions syntax for services does not support building of docker images but only pulling existing.
I will create a dedicated repository for this purpose which will create properly tagged RouterOS images for us.
