Currently the deegree web services handbook is using reStructuredText (reST) which requires Sphinx at build time to produce HTML and PDF output.
To get rid of the build-time dependency to the Sphinx binaries the documentation shall be migrated to asciidoc where pure Java Maven plugins are available to generate HTML and PDF output.

TMC has the notion to migrate from reST (with Sphinx) to asciidoc (with maven plugin). See https://github.com/deegree/deegree3/wiki/tmc-meeting-minutes-20190816
