Deprecations.

PEPR_HTTP2_WATCH has been removed. ⚠️

The default watch is now powered by Undici Fetch. To opt into the legacy node-fetch watch use PEPR_USE_LEGACY_WATCH. Undici fetch performs better at handling control plane events on watched resources and does so with less memory.
