Merge all test resources

What does this PR do?

The pr merges the two different test resources dirs projects and portTestingProjects under the projects dir. Along with this task other sub-tasks needed to be accomplished:

• A fix inside the GetPortWithMatchIndexesGo needed to be done, as the go_detector wasn't able to identify projects using a format ip:port in start or listenandserve func. The new echo port detection test ensures that this fix works.

• Some projects were deleted and a simple port definition command added in order to be able to serve port detection testing too.

• All util funcs inside the component_recognizer_test.go were moved inside the tests/utils.go.

• All unit tests inside component_recognizer_test.go have been sorted. The current structure of tests is:
