It's only a build dependency and not a runtime dependency. This fixes Debian bug 1058000

This would be fixed in the Sage repository. It's also affecting the Sage CI macOS, see https://github.com/sagemath/sage/actions/runs/7761817710/job/21171032513#step:3:50 I'll look for a workaround. |

It's only a build dependency and not a runtime dependency. This fixes Debian bug 1058000.
