Upgrade to DScanner v0.5

• changes the config ini from analysis. -> dscanner.analysis
• adds Add check for if constraint indendation dlang-community/D-Scanner#450 (if constraint indentation check)

(Phobos has already been unified in #5144, the changes popping up here are regression + std.typecons + std.traits as DScanner couldn't parse these two modules for a long time)

• dlang-community/D-Scanner@4f1b9db (Revert inifiled back to upstream)
• dlang-community/D-Scanner@b4ddbd9 (merge master into phobos)
• dlang-community/D-Scanner@ef98532 (hot-fix as D-Scanner master is currently broken - see Hot-fix for #570 dlang-community/D-Scanner#572)
