CI: update engine versions and Jenkins labels #3137

Splitting this from #3128, as the "e2e" docker-in-docker version needs a bit more work.

This update makes sure that Jenkins doesn't fail when trying to run on machines with cgroups v2 enabled (which docker 19.03 doesn't work on)

The dind engine version that we use in e2e does not support cgroups v2,
so if we landed on an Ubuntu 20.04 node with cgroups v2 enabled, CI failed:

    Stderr:   Error response from daemon: cgroups: cgroup mountpoint does not exist: unknown

20.10.6 looks to be the latest supported version:
