Hello @alireza-rezaee ... These come into a project from the ASP.NET Core project templates, and we need to keep our 3.x sample apps in alignment with the templates. For example in the RP project template, you can see that they're still using 4.3.1 on the master branch, which might indicate that they plan to keep 4.3.1 for the 5.0 release at the end of the year ...

There are several issues that pertain to this subject on the engineering repo ...

• Investigate how we can eliminate Bootstrap dependency from templates
• Upgrade to the latest Bootstrap version (4.4 at the moment)
• Investigate removing jQuery dependency

You'll need to consult with them further on this. When they rev the versions (or drop the dependencies entirely), we'll follow suit over here.
