System.Collections.Concurrent.Tests timing out in the CI

The tests are consistently timing out in the native AOT outerloops on Linux/macos, e.g.: https://dev.azure.com/dnceng-public/public/_build/results?buildId=1224227&view=results

This regressed between 74cf618 (last good) and 4317fa7 (first bad).

(Note the last good has tons of crypto failures but those are different and were fixed).

The revert PR confirmed this issue is triggered by the "Fix lookup for current Thread in async signal handler" change.

I'm blocking these tests in #122468 to keep native AOT outerloops green. This is failing too many legs.
