The Windows legs finish a test build on x86/x64 in 2 h 22 mins/2 h 15 mins in this PR.

The test builds took 2 h 44 mins/2 h 43 mins and 2:39/3:15 in the previous two outerloop runs. So looks like a nice improvement.
