JIT: Don't run fgUpdateFlowGraph after reordering blocks if using RPO-based layout #105652

Unlike the old layout implementation, the RPO-based layout does not introduce new blocks, so we shouldn't need to run fgUpdateFlowGraph after block layout. When running SPMI locally with #105651 as a baseline, this is a zero-diff change.

cc @dotnet/jit-contrib, @AndyAyersMS PTAL. TP improvement is ~0.1% -- not as much as I'd hoped for... Code size diffs should go away once #105651 is merged.
