Remove UseRefTargetingPacks once SDK round-trips through core-sdk

#2919 added a UseRefTargetingPacks flag to enable using the new .Ref targeting packs instead of the ones in the bundled versions file. Once that PR has flowed into core-sdk, we should update the stage 0 in dotnet/sdk and remove the flag.
