This is basically the same root cause as #51147 but it manifests differently in the test output. This error message is somewhat broad but there isn't another easy string pattern match to apply to this failure. We should take care to validate that the other test issue is surfacing in the PR as well before merging. I made #51197 but that doesn't work because it's not a helix work item.
