Manual backport of #1200 and #1151

The packages are already in nuget.org.

Backporting because several repos are still using release/9.0 as their SBRP source-branch in main:

The System.Runtime.InteropServices modification was made by generate.sh.

@MichaelSimons looks like we're going to publish new versions of these packages, we found bugs. I'll mark this as draft until they're up in nuget and we can produce them again.

Forced pushed with the new versions, now available in nuget.

I avoided including packages that are unrelated.

I need to forward port this to main (without the build.props change): #1205
