Add 12 new NDBC buoy locations and switch related error messages to warnings.

    Manually tested with buoy data in seneca:/d1/projects/MET/MET_issues/feature_2426. Confirmed the warning messages before the change are gone after the change.

    Review code changes and confirm that the GHA tests pass without error.
