After Inlining of the extensions.json and che-theia-plugins.yaml an extetntion is not installed

Describe the bug

• According to documentation, we have Inlining .che/che-theia-plugins.yaml and extensions.json files. After applying these features this extension is added but not installed automatically.

Che version

7.47@latest

Steps to reproduce

• Create for example maven project without .che and .vscode folders and add the extension attributes in the devfile like in the documentation: https://www.eclipse.org/che/docs/next/end-user-guide/adding-a-vscode-extension/
• Consume this repo with factory
• Wating for loading of DevSpace

Expected behavior

• The java plugin should be installed but it does not happen

Additional context

All vsix plugins have been downloaded properly but the java plugin is not installed. It is reproduced on DevWorkspaces 3.0
