Update beats framework to 5554677

Major changes from libbeat:

• Fix index template always being overwritten - Fix template/policy is always overwritten beats#11671
• Perform Basic license check on Elasticsearch connect - Check license x-pack beats#11296 + Fixes license check issue with invalid license UUID and check on 32 bits system. beats#11649
• Support shipping directly to monitoring cluster Support shipping directly to monitoring cluster beats#9260
