Localhost in travis resolves to 127.0.1.1, include this IP as alternate
name in certificates used for outputs testing.

Seen when upgrading the Ubuntu image in travis for the migration
to Python 3.

See https://travis-ci.community/t/localhost-resolves-to-127-0-1-1-instead-of-127-0-0-1-on-bionic/4764

Similar to #15583.
