[APM] Links in tables cannot be clicked when refreshing

Steps to Reproduce

• Go to the service overview page
• Wait until data is loaded
• Select a different time range
• Click on a link in the transactions table when it's still loading

Expected Behavior

User should be navigated to the transaction detail page of the clicked transaction group

Actual Behavior

Nothing happens

@dgieselaar there's not much we can do in this case, EuiBasicTable blocks any interaction with the table while the isLoading is true there an open issue to fix it elastic/eui#5014
