Unskip clone tests

Summary

In #117879 I fixed the tests but then somehow didn't unskip them 👎

This PR unskips the tests and also improves the coverage a bit. Operations reported some CI builds failing because a cloneIndex action never completes so I added the extra coverage to be sure this wasn't the cause of it.

To test for this case we add plenty of unit tests around this logic and document manual testing procedure.
