build: relax dependency version constraints

Description

• Relax version constraints for main (requirements.txt), development (requirements_dev.txt) and documentation (requirements_docs.txt) dependencies
• For main dependencies, use compatible minor versions of the previously pinned version
• For documentation dependencies, allow any version equal to or bigger than the previously pinned version
• For development dependencies, increase minimum versions and allow any version bigger than the specified one; exception: type packages (constraints completely removed)
