Release v0.3.0

There are several fixes and features folks are waiting on. This release changes a lot of behavior in mostly small ways. Main one I'm worried about is otel-cli exec argument parsing is more strict after #202, and also more precise.

TODO:

• @tobert to write a Changelog (done)
• tie up open issues, especially reverting the envvar erasure (done)
  • I'll definitely release before end of May
• @tobert to run build & release
  • blocked by permissions on gh packages, will resolve early next week (written 5/26)

I think I have all the issues folks have reported wrapped up. Will start working on release.

I should take a pass at #200 too, will fix if it's straightforward. I might need to talk through the spec's desires with someone.

I have everything ready to release, and have tagged it. Something's up with the GH packages config I'll need to chase with the equinix-labs folks next week.
