Issue#
Tests were failing due to invalid en-GB mobile prefixes being used.
Description:
This PR modifies and adds the prefixes that are available when cell_phone numbers are generated for the en-GB locale. It also adds a test to ensure the number generated is a valid GB mobile telephone number. It follows the patterns set out here; https://en.wikipedia.org/wiki/Telephone_numbers_in_the_United_Kingdom
