If you check the list of packages here for example:

http://packages.osrfoundation.org/gazebo/ubuntu-stable/dists/focal/main/binary-amd64/Packages

And search for Source: , you'll see that all Ignition libraries have it listed, but packages like ignition-citadel don't have that section.

This came up while developing the dashboard in #426.
