Update HEMCO_Config.rc for compatibility with GC 13.4.x and 14.0.0 in CESM

This pull request updates the HEMCO_Config.rc file in run/CESM to work correctly for HEMCO 3.4.0 in GEOS-Chem 13.4.x ~ 14.0.x.

Sorry, please put this PR on hold until I add the aerosol (MAM4 species) and aerosol number emissions for compatibility with CESM into this HEMCO configuration file. We can wait until 14.0.1+

Additionally, please merge this PR alongside with geoschem/HEMCO#158 in the HEMCO repository.

Updated and should be good to go for 14.0.1 now - forgot that I needed to add aerosol & aerosol number emissions for MAM4, since aerosols except nitrate are processed through MAM4 and not GEOS-Chem species.

GEOS-Chem Classic integration tests all passed except for the CO2 simulation:

The error in the CO2 simulation was tracked down to an incorrect entry in HEMCO_Config.rc for CEDS_CO2_SHP, and has now been fixed in #1356.
