[github-app] GitHub app no longer creates review buttons and labels

Bug description

Our GitHub add no longer creates comments with buttons and labels.

Steps to reproduce

Create a pull request on a repo that has the app enabled and is configured for labels and badges, e.g. JanKoehnlein/test#4

Expected behavior

When configured, the app should add comments with buttons to review in Gitpod and a label on the PR once the pre-built is done.
