Looks like the 3-minute resend limitation is unavailable. Users can logout and login to click the button. The bug maybe inherited from the old code. |
I think what you see is a false-positive message. No mail is really sent. I think this behavior is from the old code . |

And add more tests. Remove a lot of fragile "if" blocks.
The old logic is kept as-is.
