Godot version:
Current master 4bb3f9d

OS/device including version:
Win 10

Issue description:
When dragging Project/Editor settings past the top left corner of the Editor's area,
those windows (and probably else too) are not possible to set their pos to (0,0) - which results in them being permanently not-accessible (not being able to drag them down).
