PXT-blockly added this: microsoft/pxt-blockly#42

I'd like blockly to have it as well. We've been discussing it; this is a place to record those discussions.

Distinguishing between pinch and multi-drag: pinches can only start within the first n ms after the touch starts. Once something is a pinch, it's not a drag. Once something is a drag, it's not a pinch. You can't start a pinch while a drag is in progress.
