Write more integration tests for BigQuery

Specific tests needed:

• Test queries w/ legacy scalar types, including timestamp. (Add system tests for legacy data types. #3116)
• Test queries w/ record nested inside record. (Add an explicit test for records nested in records. #3117)
• Test Table.create w/ repeated scalars, records, repeated records, nested records, repeated scalars inside records, standard SQL types. (Add system test for 'Table.create' using nested schema #3118)
• Test Table.fetch_data w/ repeated scalars, records, repeated records, nested records, repeated scalars inside records, standard SQL types. (Add system test for insert/fetch of rows w/ nested schema. #3140)
• Test Table.insert_data w/ repeated scalars, records, repeated records, nested records, repeated scalars inside records, standard SQL types. (Add system test for insert/fetch of rows w/ nested schema. #3140, Add BigQuery system test for nested-nested records. #3171)
• Test query parameters w/ all standard SQL scalar types, repeated records, nested records, repeated scalars inside records. (Add system tests for all scalar query parameter types.  #3173, Add bigquery system tests for query parameters with nested types #3180)

@tswast Don't you have some fancy spreadsheet defining which tests are worthwhile?

@dhermes Yep, this spreadsheet has the list. Rows are the data types and columns are the features to be tested.

Note: I can't share this publicly since I created it with my corp account, but I can add people individually as needed.
