Closes #14524

What does this change?

  • Below leftCol:
    • it moves the caption below standfirst
    • Adds straight lines between caption and date
  • Above leftCol:
    • It moves meta below the caption
    • Adds straight lines between caption and meta

Why?

To match the new designs
